d3dx9_39.dll missing?

I get an error saying i'm missing d3dx9_39.dll. It's right after i click Play Game on the launcher.

Shwoops! I upgraded to the newest version of DirectX, so everyone should download this, unzip it and run the installer (then you can delete it).

so yeah, i downloaded it, and installed it, and it didnt work lol, any other suggestions?

drag and drop the d3dx9_39.dll file into your windows32 folder.
